National Elk Refuge re-opens after 16-day federal government shutdown

John Contos, of Ogden, Utah, enters the National Elk Refuge to fish Flat Creek on Thursday after the area re-opened after 16-day federal government shutdown. "I was hoping to fish here," said Contos, who came to Jackson to fish several of the area's waterways. "It was definitely on my list, so I'm glad it's open."
