Dotted with trumpeter swans, portions of Flat Creek on the National Elk Refuge have begun to ice over from the cold snap that settled into Jackson Hole last week. The refuge, established more than 100 years ago, provides a sanctuary for the Jackson elk herd during the harsh winter months. Supplemental feeding of the wapiti and bison on the refuge remains controversial — wildlife managers maintain feeding should be phased out to prevent the spread of Brucellosis, while sportsmen say is should be continued in order to sustain the elk herd.
